A Royal Canadian Mounted Police officer and a State Trooper are on duty on their respective sides of the border as welders from both countries connect the 236-miles (sic) pipeline connecting a tanker terminal at Portland, Maine, and refineries at Montreal, Que. (Inscription)

A Royal Canadian Mounted Police Officer stands in front of a sign marked "Canada" while to his left a State Trooper stands in front of a sign marked "United States" before the official ceremony commemorating the joining of the pipeline of an oil tanker terminal, Portland, Maine, with refineries in Montreal, Quebec.
