南非签证政策

概述

南非签证政策是南非政府决定谁人可进入南非的政策。前往南非的游客必须从南非的其中一个驻外机构获得签证，并需要出示该国签证才能入境，除非他们是来自免签证国家，在这种情况下，他们会获得所谓的“入境口岸签证”。签证需要亲自申请，且提供生物特征识别[1]。

根据规定，来访者的护照有效期不得少于1个月，且剩余空白页不得少于1页（如果需要签证则为2页）[2]。

2016年12月，南非宣布将根据互惠原则审查其签证政策[3]。

2018年3月，南非宣布将在2019年3月31日之前试行电子签证系统第一阶段[4]。

2018年9月，南非宣布阿尔及利亚、埃及、摩洛哥、加纳、阿拉伯联合酋长国、卡塔尔、伊朗、黎巴嫩、巴勒斯坦国、白俄罗斯、格鲁吉亚以及古巴的公民将能够免签证访问南非[5]。电子签证试点计划将在2019年4月于新西兰开始[6]。此外，在完成签证豁免协议后，圣多美和普林西比、阿拉伯撒哈拉民主共和国、突尼斯、巴林、阿曼、科威特以及沙特阿拉伯的国民也将能够在短期逗留期间免签证旅行到南非[5]。

以下28个国家/地区的护照持有人可以免签证在南非停留30天：

2 - 每年最多可以停留90天

外交、公务或因公护照

持有以下国家的外交、公务或因公护照的公民在指定期限内的访问和过境最长90天不需要签证（除非另有说明）：

1 - 120天
2 - 30天

南非与马里签署了签证豁免协议，但尚未批准[18]。

电子签证

持有有效国家/地区护照的以下国家/地区的公民可以在线申请电子签证，前提是他们在奥立佛·雷金纳德·坦博国际机场降落：[19]

超期停留后果

外国人持过期签证离开南非会引发逾期居留。[35]

根据《南非移民法》，签证到期后仍留在南非且未申请有效身份的外国人属于非法外国人

根据《移民法》第 30（1）（f） 条，逾期居留者在离境时将被宣布为不受欢迎的人。

  • 逾期居留少于 30 天的外国人将被宣布为不受欢迎人员并被禁止入境 1 年。
  • 逾期居留超过 30 天的外国人将被宣布为不受欢迎人员并被禁止入境 5 年。
  • 外国人在24个月内逾期居留两次（屡犯）将被宣布为不受欢迎人员并被禁止入境2年。

禁令不会随着时间的推移而过期，需要取消对外国人的限制和/或取消不受欢迎的情况。不受欢迎的人没有资格获得入境口岸签证、签证、共和国入境或永久居留许可。

未成年人

从2015年6月1日起，所有18岁以下进出南非的未成年人必须持有护照、父母双方详细资料以及未经删节的出生证明书[36]。该要求适用于国内和国外公民。如果孩子只与父母一方旅行，则需要另一方提供的同意书。如果孩子与另一位成年人一起旅行且没有父母双方，则必须出示父母双方的同意书。无人陪伴的未成年人除了持有同意书和出生证明外，还必须提供当地南非接待方的必要信息[37][38]。该规则受到旅游业的广泛批评，但官员声称该规则的实施是为了打击南非普遍的人口贩卖和单方面儿童监护权滥用的情况[39][40]。截至2016年10月，由于完整的出生证明要求，已有13,000多名游客无法进入该国，从而对经济产生了负面影响[41]。

2018年9月，内阁宣布他们打算取消这项有争议的儿童旅行要求[42]。
