蘇聯國籍法
蘇聯國籍和公民法對蘇聯公民這一概念作出了定義。蘇聯國籍法於1924年草創，並於1931年、1938年和1978年有過修改。
蘇聯公民身份的早期情況
早期的蘇聯領導人並沒有特別關注國籍問題，因為他們認為正在進行的全球共產主義革命最終會將世界上的所有人都成為共產主義公民。[1]
俄羅斯蘇維埃聯邦社會主義共和國的1918年憲法沒有明確區分公民和非公民身份。[1]
1924年10月29日，蘇聯第一部全面的公民法律生效，在此之前當局並沒有就界定公民身份給出準確的說法。[1]
該法律規定了蘇聯公民身份、外國人身份、出生時的公民身份認定、父母的公民身份對其子女的影響。[1]1930年公民法有所修訂。[1][2]
1931年4月22日通過的《蘇維埃社會主義共和國國籍法》就蘇聯國籍的資格作出界定。[3][1]該法律規定蘇聯公民的孩子也是蘇聯公民，[1][2]這一情況也適用於非婚生子女[1][1]。另外外國人與蘇聯公民結婚並不會自動擁有蘇聯公民身份[2]。
1947年2月，蘇聯當局下令禁止蘇聯公民與外國人結婚，但當局又於1953年11月廢除了該規定。[4]1948年3月，蘇聯為居住在拉丁美洲的立陶宛、拉脫維亞和愛沙尼亞人制定了獲得蘇聯公民身份的程序。[5]
