《求闻》消息：WMF和UN人权事务高级专员办事处开展扩增维基百科知识库的协作

维基媒体基金会和联合国人权高级专员办事处（人权高专办）正在开展协作，以支持在维基媒体网站上创建与人权相关的内容。

我们坚信，自由获取知识是一项基本人权。不论在哪里，人们都应能了解世界。我们为参与这场致力于培养领袖、贡献者、倡导者和合作者的，多样化的、持久的、蓬勃发展的维基媒体运动而自豪。

这次协作的成功实现离不开维基媒体阿根廷分会的工作。该分会的维基人权计划（WikiDerechosHumanos）在过去几年间大幅扩充了维基媒体旗下站点的人权知识库。今年7月，他们在布宜诺斯艾利斯以邀请编辑志愿者和联合国有关官员参与编辑松的方式开始了本次协作。维基媒体阿根廷分会将会领导和促进这次协作计划，并把这一协作带向世界。

通过与联合国人权高专办的协作，我们希望加强来自世界各地的维基人创建、提升和扩充所有维基媒体计划（包括维基百科的300多种语言版本）中有关人权的内容，并将其与各地实际情况相结合。如此一来，世界各地的人民将获得了解和保护基本人权的自由工具。

本次协作是在2019年维基媒体国际会议上公布的。维基媒体国际会议是维基媒体基金会为其旗下包含维基百科的各计划编者举行的年会。今年的维基媒体国际会议上，基金会执行董事凯瑟琳·马赫和联合国人权高专办对外关系负责人劳伦特·索维尔签署了合作备忘录。今年12月将会开始一场全球范围内的运动。

邀請各位於9月15日前對九工作組的建議草案提供回饋

各位社群成員們好：

許久不見，想跟各位分享目前願景2030的進度。在今年瑞典的Wikimania（維基媒體國際會議）中，九個工作組已經針對維基媒體2030發展，撰寫了對於未來的建議草案，每一組成員各自用不同的形式來描述維基媒體九個層面的不同風貌。在此邀請中文維基媒體的社群成員閱讀、提供回饋（尤其這份翻譯文件出自翻譯社，並不是熟悉維基社群的譯者所翻譯，所以若有誤譯或錯譯，也請不吝指出）。以下針對九個工作組各自介紹一個較為大膽或有趣的建議——

• 倡議工作工作組概述：在未來遇到與開放知識相關的公共政策倡議時（例如網路中立性、著作權的開放等），加強與國際社群的對話，甚至要建立一個全球社群「宣言」或「意向書」，來定義哪些公共政策的倡導工作是維基運動所支持、哪些不是。藉以加強社群對於公共政策倡導的參與與成功度。
• 能力建設工作組概述：在未來希望能夠建議「能力建設」的新單位，讓志工的各種與維基相關的能力（像是組織、募款、維基功能的教學、合作關係的拓展⋯⋯等種種能力）可以跨過語言以及地域現有的鴻溝。
• 社群健康工作組概述：在未來將建立全球統一的維基平台行為準則，闡述維基所有計畫所不能容忍的行為（如霸凌、歧視、人肉搜查、未經同意公開隱私）等，提升社群健康多元。
• 多樣性工作組概述：在未來要所有的相關組織（例如各地分會、主題式組織、甚至用戶組）的領導層級都能夠按照多元族群或性別的背景比例來組成理監事或聯絡人，以最低需要40%男性、40%女性、20%多元族群背景者為組成，若無法達成會有相對應的賞罰機制（例如，若領導比例錯，將無法獲得維基的補助）
• 合作關係工作組概述：在未來，此工作組認為要打造培訓合作關係能力的教學模組、讓像是紀錄建檔、標示正確的捐贈來源方⋯⋯並且建立一個中央基礎設施，來讓合作關係能夠更好的交流。
• 產品與技術工作組概述：在未來，讓產品和技術相關的工作能夠更加從基金會去中心化的分散出去，這包括了邀請更多社群的技術人員參與、打造「維基技術宣教團」用深入淺出的方式來介紹維基媒體計畫上相關的技術內涵；對於使用維基的第三方應用，也要花心力來開發（例如，現在已經有很多像是Google Alexa、蘋果Siri等聲控助理使用維基數據Wikidata這個計畫，來訓練自己公司的聲控助理產品）未來運動要花更多心力在了解第三方開放之上。
• 資源分配工作組概述：工作組所说的“资源”指财务資源，但也包括员工时间、能力和数据。在未來，需要建立平權的资源分配系统。此工作組理解的平權包含三點——（一）机会（例如利用系统和获得资源）、（二）权力（例如就资源做出决策的能力、改变文化現況的能力）和（三）產出。
• 收入流工作組概述：在未來，增加維基媒體運動財務收入的方式，可以透過「用API要收費」、「品牌授權（把產品標上維基商標販售後獲得權利金）」等方式獲取支持維基媒體運動永續運作的經費。
• 角色與責任工作組概述：在未來，要將集中在北營（發達國家）的決策權力分散給更多非英語使用者、讓決策機制更貼近社群，並建立一個全球認同的「憲章/章程」來作為未來的維基媒體組織治理基礎。

這些議題在其他社群也引起了許多的討論，期待中文社群也有機會多方表達自己的想像。本次建議草案的收集期限為期兩週，我將於9月15日截止回饋給策略核心團隊，歡迎在此之前大家有任何問題、意見，都不吝向我直接提出，或是在此文後續發表，讓九個工作組能夠及時獲得社群的回饋，讓我們朝更更開放的人類知識總和前進！謝謝。

  • Cocoda is a web application to manage mappings between authority files. It supports editing Wikidata-mappings including GND, Basisklassifikation, Regensburg Classification, Iconclass, and Nomisma. Cocoda can be used like mix'n'match but for more complex mappings.

過去一個月（2019年8月15日至2019年9月14日）內，中文維基百科內外之重要人事及政策變動大致如下，個別項目基本依變動或施行時間先後排序：

人事動態

• 蟲蟲飛經選舉通過（支持率85%），當選為管理員。

方針與指引重要變動：經互助客棧方針區通過之重要方針與指引修訂。過去一個月內，互助客棧方針區共有新提案14項，另有6項提案獲得通過（其中1項於其他區通過）。

1. 《傀儡方針》：將〈被視為濫用多重帳號的行為〉一節「編輯計畫頁面」部分內容中之「多重帳號」修正為「未公開的多重帳號」。（討論紀錄）
2. 《關注度（虛構）指引》：將全文確立為指引（討論紀錄），《關注度指引》相應修訂。
3. 《簽名指引》：對〈外觀〉一節進行修訂，規範簽名中的圖像與特殊HTML標籤使用限制。（討論紀錄）
4. 《重定向指引》：將全文確立為指引（惟〈何時應當刪除重定向〉和〈建立非中文重定向頁面〉等章節仍為方針）（討論紀錄），之後並因應本地實際情況將〈不應刪除的理由〉第七項刪除。（討論紀錄）
5. 《用户页指引》：禁止在用户页中加入「索引」（__INDEX__）之魔術字。（討論紀錄）

其他方針與指引雜項修訂，包括未於互助客棧方針區討論而進行之小修改、方針與指引之相應修訂和事實性修訂等。請核查該等修訂，若有需要，亦可提案至互助客棧方針區複議。

《求闻》社论：《求闻》和维基百科

欢迎阅读来自《求闻》编译组的最新维基媒体新闻。

最近一些人在站内某些场合提到《求闻》的部分内容和《求闻》预告刊登的文章。这些提及《求闻》的讨论，有一些是善意的，是一个正常维基人读者的合理猜测、正常想法；然而，另一些不怀好意者继续恬不知耻地拿《求闻》中的内容做文章，试图进一步挑拨社群关系。

《求闻》的前身是中国大陆维基人用户组内部参阅的情况报告。随着用户组人数不断增加，对国际、地区社群动态信息的需求量也随之增长，曾经的内部参阅报告不再能够满足用户组成员需求；同时，用户组联络员也认为有必要扩大报告的读者范围，让组外人士，乃至整个中文维基社群都能获悉各地社群动态，进而决定创立《求闻》，让全维基的人都能更便利地获取外界信息。再加上，原本的内部报告给少数人看也是看，给全社群的人看又不会徒增麻烦，独乐乐何不如众乐乐？

中文维基社群在获取国际信息上有先天劣势：只要想想元维基的steward监管员已经多少年没有懂中文的用户担任这一点就不难理解。外界信息普遍以英文为主，而中文维基人在收集、汇总英文信息上总是或多或少地存在障碍；同时，维基上的社群信息分散在基金会网站、各个语言社群各自的媒体等等，《求闻》起到的总结汇编作用变得格外重要。

【深圳9月9日电】香港新用户组（香港维基社群用户组）2019-20年度的理事会选举于8日结束。按照流程，香港用户组理事会由2-4名用户组成，如候选人数量大于4人，则会开启投票程序；否则所有被提名者自动当选。本次理事会选举候选人恰好只有4人，因此全部当选。当选的四人分别是“だ＊ぜ”“无聊龙”“1233”和“WhisperToMe”。这四人的任期将从2019年9月28日持续到2020年9月27日。此前香港用户组的理事会成员有三人，分别是“1233”“WhisperToMe”和“Billytanghh”。自28日起，“Billytanghh”将卸任理事，另外两人连任理事。

【沈阳9月13日电】于今日举办的沈阳聚会圆满结束。共6人参加。

【北京9月13日电】中国大陆维基人用户组部分成员和部分而组外维基人于昨天和今天举办了扩大会议。会议通过网络语音方式进行，总共进行了约6个小时。这是WMC首次使用网络语音的形式进行此类活动。各位维基人就各自关心的问题交换了意见，讨论了诸如本次动员令等事务。参加者总共约25人，包括WMC组内和组外成员。

会议敲定了接下来北京聚会的时间为10月7日。报名工作将不日开始。

【北京9月14日电】管理员候选人“虫虫飞”以47票支持、8票反对、4票中立通过了管理员选举。行政员已经赋权。

Structured Data - blogs posted in Wikimedia Space

There are two separate blog entries for Structured Data on Commons posted to Wikimedia Space that are of interest:

• Working with Structured Data on Commons: A Status Report, by Lucas Werkmeister, discusses some ways that editors can work with structured data. Topics include tools that have been written or modified for structured data, in addition to future plans for tools and querying services.
• Structured Data on Commons - A Blog Series, written by me, is a five-part posting that covers the basics of the software and features that were built to make structured data happen. The series is meant to be friendly to those who may have some knowledge of Commons, but may not know much about the structured data project.

《今日玉环》是中国共产党玉环市委员会的机关报，在1956年创办之始名为《玉环报》，是玉环县最大的报纸，面向玉环县的18万人口（1956年人口统计为181581人）。玉环县在2017年4月撤县设市，成为拥有43万以上人口的城市。在一些统计口径数据上，它的人口甚至达到了60万。随着经济市场发展，玉环人通过填海造地、改善行业结构，几代人不懈努力，塑造了当今的玉环——一个以旅游、新型农业、汽车零部件业为特点，迅速发展的新兴城市。今日之玉环，与五六十年前的小县城不可同日而语。

当然，这样的城市在广阔的中国大陆中并不少见，很多甚至仍不为大家所熟知。但在2018年后，随着Rowingbohe这位玉环中学生的努力，以及维基百科地方志交流群同仁们的合力，玉环这样一个县级市得以在中文维基中持续了一年多的高热度。今天，我们走进玉环，更进一步理解和观察到这个动态的地方志团队努力与编辑贡献过程。

【北京9月1日电】今年的维基爱古迹活动在大多数参加的国家和地区中于9月1日开始，9月30日结束，为期一个月。中文社群中，只有台湾社群在台湾分会的带领下组织了维基爱古迹活动。先前分会已被基金会除名的澳门社群、刚刚获基金会认证的香港新用户组和所谓“中国维基媒体用户组”“领导”下中国大陆没有组织相关活动。台湾分会与台湾“文化部”共同组织有关活动，在台湾地区的活动分成“爱古迹”和“集记忆”两个部分，前者自9月1日举办至9月30日，后者自10月1日举办至10月31日。两者最后都会进行评选活动，第一名可获一万新台币（约合2300人民币）的奖金。

The consultation on partial and temporary Foundation bans just started

您好，

維基媒體基金會董事會在最近一份聲明中要求工作人員進行諮詢以「重新評估或加入社群意見到兩個新的基金會行動方針工具（臨時及部分基金會禁制）」。
